St. Louis County is looking for Property Owner Advocates - Seasonal Part-Time Independent Contractor


St. Louis County is seeking Property Owner Advocates to provide assistance to residential property owners in understanding the 2017 reassessment of their residential property values, and in providing advice and instruction during the appeal process.

The work hours and days of work are flexible and will be determined by the demand for advocate services. For the convenience of the property owners, some evening hours may be required. Advocates may be needed during the time period of March 16 through August 25, 2017.

The duties may include:
 Being available by telephone to answer questions about the assessment and appeal process. Designated advocate cell phones will be provided by St. Louis County.
 Attending the Assessor’s Informal Conferences to assist residential property owners with on-site information concerning the types of evidence most helpful in establishing property value. Informal Conferences are conducted in late May/early June during business hours, and attendance is divided among advocates. Scheduling is flexible to accommodate individual advocate’s schedules as much as possible.
 Providing assistance at the Board of Equalization (BOE) office in Clayton during the last two days of filing an appeal: July 7 & 10, 2017. Scheduling is flexible.
 Providing assistance via telephone during the BOE hearings, which are conducted in July and August.

Property Owner Advocates are independent contractors and are compensated at the rate of $25.00 per hour. One day of training will be compensated at the rate of $12.50 per hour.

Applicants should be knowledgeable about the comparable sales approach to value and familiar with the residential real estate market in St. Louis County. Their real and personal property taxes must be current.

Proficiency with common office software Microsoft Excel and email is a requirement for this position.
