Re: Request for Statement of Qualifications (SOQ) to Provide Architectural/Engineering Services for the Renovation of an Existing St. Louis County Building into a Backup 911 Dispatch Center, SLCPW #17-29-OC
St. Louis County Department of Public Works requests a Statement of Qualifications (SOQ) to provide architectural and engineering services necessary to renovate St. Louis County’s abandoned Emergency Operations Center in Chesterfield Missouri into a backup 911 Dispatch Center.
The existing building to be renovated was built as a bomb shelter in the 1960’s with a full below grade basement and a one level metal building and parking garage above grade. The building has served as the County’s Emergency Operations Center until the spring of 2014 when the Emergency Operations Center was relocated.
The selected firm will develop bid documents to renovate the existing building into St. Louis County’s backup 911 dispatch center. The bid documents shall include significant upgrades and modifications to the building mechanical & electrical systems, card access and cameras for security, and enhancements to the telecommunications system. General interior finish work will also be required with the installation of new walls, doors, ramps and a stair. Re-grading of the site and waterproofing of the foundation walls will be necessary to correct building water leaks.
The project construction budget is approximately 1.5-2 million dollars.
Criteria for selection of the consultant shall include:
Demonstrated success of the firm on similar project - 25 points
Qualifications of the team assigned to the project including: education, experience
and professional licensing - 50 points
Methods of quality control/assurance - 25 points.
