According to Saint Louis County Ordinance 612.110, “Any person building, erecting, altering or replacing any article, machine, equipment or other contrivance, the use of which may cause the issuance of air contaminants or the use of which may eliminate or reduce or control the issuance of air contaminants shall first obtain authorization for such construction from the Director.”
In many cases, a Saint Louis County Construction and Operating Permit will be required for the installation of air pollution equipment. Equipment with greater than de minimus potential emissions must obtain a Saint Louis County Permit that will also act as a Missouri Department of Natural Resources Permit. Saint Louis County Construction and Operating Permits are in effect for the life of the equipment as permitted at its current location, or until a change in ownership.
Facilities with greater than de minimus potential emissions plant wide may also be required to apply for State Operating Permits in addition to the process specific permits mentioned above. State Operating Permits must be renewed every five years. For further guidance, please read the instructions associated with each type of permit.
