Law and Public Safety

Captain Jeff Bader was born and raised in Southeast Missouri. He moved to St. Louis County and made it his home upon his employment with the Saint Louis County Police Department. He currently resides in the City of Wildwood and is currently assigned as a Commander in the City of Fenton Precinct.

In this position Captain Bader is responsible for the overall operation and management the precinct, which includes officers providing normal patrol service and the Neighborhood Policing Officers. The City of Fenton has contracted with the St. Louis County Police Department since 1995 to supply full police services. The Precinct has one captain, one lieutenant, two sergeants, twenty-two police officers and a police aide. As are the City of Fenton's police officers, the Department is committed to providing the most professional law enforcement service possible to the residents and businesses in the City.

Captain Bader began his career with the St. Louis County Police Department in September of 1983. Upon graduation from the police academy he was assigned to the South County Precinct. In his tenure with the Department, Captain Bader has served as an officer in the South County Precinct and the Tactical Operations Unit. As a sergeant with the Department he served as a Watch Supervisor in the South County Precinct and as the Supervisor for Basic Training at the St. Louis County and Municipal Police Academy. In 1995 he was promoted to the rank of Lieutenant. As a Lieutenant, he has served as a Watch Commander within the Division of Patrol, the Commander of the Tactical Operations Unit, the Deputy Commander for the Bureau of Drug Enforcement, and as a Watch Commander in the City of Fenton Precinct. He was promoted to his current rank and position in 2009.

While with the Department, Captain Bader has served on a variety of committees to include: Chief's Committee, Grievance Review Committee, Chairman of the Neighborhood Policing Committee, and as the Department's Project Director with the Law Enforcement Traffic Safety Advisory Council (LETSAC).

Captain Bader holds a Bachelor of Science Degree in Criminal Justice from Southeast Missouri State University. He has received training from the National Tactical Officers Association, the National Fire Training Academy, Gulf Coast HIDTA, and the Drug Enforcement Administration. He is the recipient of the Department's Purple Heart Award, Meritorious Service Citation, and a Chief's Commendation as well as a Medal of Valor from the Crusade Against Crime organization. His hobbies include reading, exercise, attending his children's athletic events, and following NCAA football.

Sergeant John Bielefeld began his career with the St. Louis County Police Department in 1991. During his tenure, he has been assigned to the Division of Patrol in the Affton and South County Precincts. He also spent six years in the Division of Criminal Investigation, Bureau of Crimes Against Persons as a homicide/robbery detective. Sergeant Bielefeld was promoted to the rank of Sergeant in 2006. He is currently assigned as a Watch Supervisor in the City of Fenton Precinct.

Sergeant Bielefeld was born in St. Louis and resides in West St. Louis County. He is married with 4 children. Immediately after graduation from high school, Sergeant Bielefeld entered the United States Army and served as an Infantryman. He was stationed in Fort Benning GA, Camp Bonifas Korea, and Fort Carson CO, reaching the rank of Sergeant before being discharged in 1988. Sergeant Bielefeld continued to serve in the United States Army Reserves until 1992. Prior to joining the Police Department, Sergeant Bielefeld was employed as a Correctional Officer for the State of Missouri at the Potosi Correctional Center.

In his off time, Sergeant Bielefeld enjoys archery, hunting, and spending time outdoors.

Sergeant Marshall began his career with the St. Louis County Police Department in July of 1998, upon graduating the police academy in December of 1998 he was assigned to the Division of Patrol - Affton Precinct. While in the Affton precinct he became a Field Training Instructor and CIT certified. He served in the Affton Precinct until June 2005, and was then transferred to the Division of Special Operations, Highway Safety Unit. While in the Highway Safety Unit, he served as a Team Leader of the unit and received his certification for Laser/Radar Instructor. In the summer of 2010, he was transferred back to the Division of Patrol- South County Precinct where he served until his promotion in August of 2010.

Upon being promoted to Sergeant, he was transferred to the City of Fenton Precinct and is currently assigned there as a Watch Supervisor.

Sergeant Marshall has been awarded four Chief's Commendations, several Awards of Excellence, Speed Enforcement Officer of the Year, Seatbelt/Child Restraint Officer of the Year, and recognized by MADD for his work in DWI prevention.

Sergeant Marshall was born in Chicago, IL and resides in South St. Louis County. He is married with 2 children. After graduating high school, Sergeant Marshall entered the United States Army where he was stationed at Fort Campbell, KY. Sergeant Marshall then earned his Associate's Degree at Shawnee Community College and his Bachelor of Science Degree in Criminal Justice from Southeast Missouri State University.

Sergeant Mercurio was born and raised in St. Louis County. He is currently a Watch Supervisor in the City of Fenton Precinct.

He began his career with the St. Louis County Police Department in 1996 in the South County Precinct as a police officer. He has served as a police officer and a Field Training Instructor in both the South County and North County Precincts. In 2008, he was selected as the Departments Staff Inspector and transferred into the Planning and Analysis Unit. He served in that role until he was promoted to the rank of Sergeant in October 2010 and transferred to the South County Precinct.

Sergeant Mercurio received his Bachelors Degree in Criminal Justice from Saint Louis University and a dual Masters Degree in Business and Organizational Security Management from Webster University.

Precinct Detective Mark Berry was born and raised in the St Louis County Unicorporated Fenton area. He began his career with the St Louis County Police on June of 2003. During this time he has served with the City of Fenton Precinct where he became Precinct Detective at the beginning of December of 2010.

Precinct Detective Berry's main responsibility is to handle all misdemeanor and felony crimes that occur in the City of Fenton related to theft, destruction of property, fraud, and forgeries. He is certified in Crisis Intervention and ATV operation. He has received numerous Awards of excellence for drug interdiction primarily involving methamphetamine in the Fenton area. He has also received a Chiefs Commandation as well as a Medal of Valor from the Crusade Against Crime organization.

In his free time, Precinct Detective Berry plays soccer with the St. Louis Police Soccer Club and travels to different locations across the U.S. and Canada to play in tournaments. He also enjoys watching sports—specifically NCAA Football and Basketball—as well as playing various sports with his family.

Police Officer Aaron Dilks resides in a rural, agricultural area west of St. Louis County. He began his career with the St. Louis County Police Department in December of 1999. During this time, he has served as a patrol officer in the Affton, City of Wildwood and City of Fenton Precincts. Officer Dilks is certified in Crisis Intervention, Police Cycling and ATV operation.

In February of 2007, Officer Dilks was assigned to the position of Neighborhood Policing Officer in the City of Fenton Precinct. A Neighborhood Policing Officer's foremost responsibility is to identify areas of concern voiced by citizens of the community and to construct proactive resolutions. Among his specific duties are coordinating neighborhood watch programs, assisting in the planning of Citizen's Police Academies, and teaching D.A.R.E. (Drug Abuse Resistance Education) at the Uthoff Valley Elementary School.

Officer Dilks also fits bicycle helmets as a part of the helmet giveaway program, conducts Bike Rodeos, in which neighborhood children are trained in the safe operation of a bicycle, conducts safety presentations for various child and citizen groups, and assists in educating parents on the proper use of child safety seats.

In his free time, Officer Dilks, along with his wife, enjoys coaching his three daughters in their various sporting and scholastic adventures.
