Bill Howe spent four years as a police officer with the Kent State University Police Department prior to joining the St. Louis County Police Department in 1981. He was promoted to Vehicle and Supply Manager in 1984 and to Director, Bureau of Planning and Research in 1986. In 2005, Bill was assigned to the position of Director, Bureau of Staff Services and in 2009 was appointed to his current position as Executive Director, Division of Operational Support.
As Executive Director, Bill is responsible for the management and operation of the following Bureaus and Units that provide essential administrative and support services to the Department; Staff Services (Personnel Services, Fiscal Services, Planning & Analysis, Vehicle & Supply, and Office Services), St. Louis County and Municipal Police Academy, Professional Responsibility, Computer Services, Communications, Central Police Records, and Security Services. He is a member of the Department's Executive Command Staff, Police Officer Final Review Board, Probationary Review Board, Computer Services Steering Committee, Weapons System Committee, and he has served as the Department's CALEA Accreditation Manager since 1995. He is also a member of the St. Louis County and Municipal Police Academy Board of Managers, and the Regional Justice Information Service (REJIS) Law Enforcement Policy Advisory Committee (LEPAC).
Bill received his Bachelors Degree in Business Administration from Kent State University (1977) and a Masters degree in Public Administration from Southern Illinois University (1987). He is also a graduate of the Northwestern University, School of Police Staff and Command, Class 250. Bill has served as a CALEA Assessment Team Leader and Assessor since 1996 and he is an adjunct faculty member at St. Louis University.
