On Friday, July 5, 2013, St. Louis County Police Chief Tim Fitch announced the promotions of Captain Jon Belmar to the rank of Lieutenant Colonel, Lieutenant Chris Stocker to the rank of Captain, Sergeant Juan Cox to the rank of Lieutenant and Detective Joe Goforth to the rank of Sergeant.

Lt. Colonel Jon Belmar Lieutenant Colonel Jon Belmar is a 27-year police veteran with the St. Louis County Police Department, currently assigned as Commander of the Bureau of Patrol Support. He has served as a commander in the Affton Southwest Precinct and Bureau of Crimes Against Persons Unit. He has also served as a supervisor in the Bureau of Crimes Against Property and the West County Precinct. Lieutenant Colonel Belmar was also in the Tactical Operations Unit, South County Precinct and Affton Southwest Precinct. He has a bachelor's degree from Arkansas State University and was a graduate of the 228th session of the FBI National Academy, and has received 87 awards, commendations and letters of appreciation.
Captain Chris Stocker Captain Chris Stocker is a 30-year police veteran with the St. Louis County Police Department, currently assigned as Commander of the Intelligence Unit. He has also served as a commander in the Municipal Services Unit and Bureau of Central Police Records. Captain Stocker was a watch commander in the South County Precinct and served in the Chief's Office, Fleet Management, Drug Unit, Bureau of Special Investigations, Anti-Fence Unit and the Affton Southwest Precinct. He has an associate's degree from Meramec Community College, and has received 29 awards, commendations and letters of appreciation.
Lieutenant Juan Cox is an 18-year police veteran with the St. Louis County Police Department, currently assigned as a sergeant in the Bureau of Professional Standards. Lieutenant Cox has also served as a supervisor and officer/detective in both the Bureau of Drug Enforcement and the North County Precinct. Lieutenant Cox has a bachelor's degree from Eastern Illinois University, and has received 20 awards, commendations and letters of appreciation.
Sergeant Joe Goforth is a 10-year police veteran with the St. Louis County Police Department, currently assigned as a detective in the Intelligence Unit. Sergeant Goforth joined the Department after stints in the Secret Service and St. Louis Metropolitan Police Department. He also served in the South County Precinct. He has a bachelo's degree from Central Missouri State University, and has received 15 awards, commendations and letters of appreciation.
