Welfare Association Scholarships
Each year, the Welfare Association sponsors $1,000 college scholarship awards to dependents of Department employees who demonstrate both an interest and financial need to further their education.
From 1984 to 1991, these scholarships were funded solely by the Association through donations. Since that time, the families of deceased Police Officer Donald Lewis and slain Police Officers Joann Liscombe and Thomas Smith, Jr. have made bequests to be used for this purpose. In 1997, the William Brandt Scholarship was instituted in honor of the deceased sergeant who was a past president of the Welfare Association. The Association established nine additional scholarships in honor of the Department's nine fallen officers and in 2003, instituted another in the name of Michael Shanahan, who has been a benefactor to the Association and friend to the law enforcement community. In 2004, a special scholarship was established in recognition of the outstanding leadership of retiring Chief of Police Ron Battelle. In 2008, several of the scholarships for fallen St. Louis County officers were consolidated into one scholarship.
Following is a history of the recipients of these awards.
