Sergeant Norman Mann was born and raised in North St. Louis County, where he currently resides with his wife and three children. He is assigned to the Office of the Chief of Police as Chief Fitch's Administrative Aide.

Sergeant Mann began his career with the St. Louis County Police Department in 2001 as a Police Aide in the Vehicle and Supply Unit. Since graduating from the St. Louis County and Municipal Police Academy in 2001, he has served the North County Precinct, to include the City of Blackjack. In January of 2003, he was transferred to the Personnel Services Unit as a Background Investigator, where he recruited and conducted background investigations on potential hires to the Department. In January of 2006, Sergeant Mann was transferred to the Bureau of Professional Responsibility as a Detective, where he investigated potential violations of departmental policies and procedures in an effort to maintain the professional standards of the St. Louis County Police Department. In August of 2006, he was promoted to the rank of Sergeant and was then transferred to the Central County Precinct. His assignment to the Chief's Office was effective in 2009.

Sergeant Mann graduated from McCluer High School in 1996, and earned a Bachelor's Degree in Criminology and Criminal Justice from the University of Missouri-St.Louis in 2001. In 2005, he completed his Master's Degree in Legal Studies from Webster University, where he also obtained a certificate in Paralegal Studies. Sergeant Mann is a member of the National Organization of Black Law Enforcement Executives and a die-hard fan of the St. Louis Cardinals. He enjoys playing baseball and spending time with his family.

Lieutenant Michael Dierkes was born in St. Louis, Missouri, and he currently resides in the South County area. Lieutenant Dierkes earned his Bachelors of Science Degree from Sterling University of Kansas.

Lieutenant Dierkes began his career in 1988 and served in the South County and Affton Precincts. He also served in the Division of Criminal Investigation - Bureau of Drug Enforcement, which included a tour of duty, where he was detached to the Drug Enforcement Administration. He then served in the Division of Special Operations -Tactical Operations Unit, until he was promoted to the rank of Sergeant in 1997.

After tenure in the Affton Precinct, Lieutenant Dierkes was transferred to the Division of Criminal Investigation - Bureau of Drug Enforcement and later transferred to the Division of Special Operations Tactical Operation Unit. In 2003, he served as a supervisor in the Bureau of Criminal Identification and the Bureau of Crimes Against Persons. In 2006, he was promoted to Lieutenant and was assigned to the South County Precinct.

In June 2008, Lieutenant Dierkes was transferred to serve as the Commander of the St. Louis County Police Department Crime Laboratory. In this position, he planned, organized and directed the operations of all sections of the laboratory which include DNA / Biology, Firearms and Toolmarks, Chemistry and Photography. In 2009, Lieutenant Dierkes was transferred to his current assignment of Commander of the Municipal Services Unit.

Officer Eckhard is currently assigned as the Department's Media Relations Officer in the Municipal Services Officer. He acts as a liaison with all print, radio, and television media sources, coordinates and runs all Department press conferences, and writes all official Department press releases. Officer Eckhard also serves as a member of the County Government's Communications Committee, and also serves as the Joint Information Coordinator for any incident where the Emergency Operations Center is activated. Officer Eckhard has worked with various task forces including the Federal Bureau of Investigation, Secret Service, Drug Enforcement Agency and the White House.

A descendant of Irish and German immigrants, Officer Eckhard was raised in St. Louis City and attended St. Pius V. grade school and St. Mary's High School. After earning an Associate Degree in Criminal Justice from a local junior college, he transferred to Central Missouri State University. There he completed a Bachelor of Science degree in Criminal Justice Administration and a Master of Science degree in Occupational Safety Management. After graduation, in 1984, Officer Eckhard joined the St. Louis County Police Department.

Lieutenant Michael Mowery, who has served on the St. Louis County Police Department since 1979, is currently assigned as the Commander of the Intelligence Unit. He was previously assigned to the South County Precinct as a Watch Commander and Oakville sector Commander. He holds a Bachelor of Science Degree in Administration of Justice from the University of Missouri-St. Louis and resides in west St. Louis County.

Lieutenant Mowery has served as the Valley Park detail Commander as well as having been assigned as a supervisor in the City of Fenton Precinct. He has been a Sergeant in the Office of the Chief of Police and an Administrative Aide to the Division Commander in the Patrol office as a police officer. He was a Detective in the Intelligence Unit under the Chief's Office prior to being promoted to Sergeant.
