Lead Hazard Control Program
The St. Louis County Office of Community Development (OCD) administers a Lead Hazard Control Program, which provides 0% loans to low- and moderate-income residential property owners to control or abate hazardous conditions in their properties caused by the presence of deteriorating lead-based paint. Participants can be referred by the St. Louis County Health Department or apply directly by calling 314-615-1642. The program is limited to homes constructed prior to 1978 and first preference is given to homes with children under the age of 6.
The Lead Hazard Control Program is funded by grants received from the U.S. Department of Housing and Urban Development (HUD) through competitive grant applications. St. Louis County has received seven grants from HUD since 1995 and has provided lead hazard control repairs to over 1,300 homes.
In 2014 OCD was awarded a $2.4 million grant. Under this grant, the County will perform interim control and abatement work on 200 homes and provide education on the hazards of lead-based paint to 7,500 County residents. The control/abatement work can vary from painting to replacement. Normally, if deteriorated lead paint is found on window sashes or exterior doors these windows and doors are replaced with Energy Star rated new units. The windows are double-pane vinyl replacement units that tilt in for cleaning. The doors are pre-hung steel insulated units. The program has also enclosed fascia, gutter boards and soffits with aluminum and in some instances, installed new vinyl siding to enclose an existing lead painted surface.
In order to qualify the homeowner must:
● Meet income eligibility requirements of 80% of area median income as defined by HUD (ex. 2 people - $43,000, 4 people - $53,700). For rental property, the tenant would have to be income eligible.
● Live in a house built before 1978.
● Be current with their real estate property taxes.
● Have a child under 6 years of age that either resides there or visits the house on a regular and frequent basis.
