Current Project Status
Due to our funding projections, we will not be able to proceed with our original construction schedule.
This project is still important to us, which is why we continue working through the design state. As money becomes available, we will move into right-of-way and easement acquisition and construction of this project. No specific new construction letting date has been determined at this time.

As a result of our Open House held on May 12, 2004 at Lawson School, comments from community leaders, staff and the public, Alternate 1 was chosen as the preferred alignment.
In order to address some concerns that were expressed at the Open House, we are committed to make the following changes to Alternate 1:
Three Lane Section – Concerns regarding the center turn lane were raised. The center turn lane will remain in the design to provide left turners space to negotiate out of through lanes, and for turning into and backing out of drives/intersections.
Horizontal Alignment – A shift to the north, between Paul Avenue and Radford Drive was requested and evaluated. Right-of-way and construction costs increased significantly by the shift and caused greater impact to properties on the north side vs. proposed plan.
Parking Lane – To accommodate the need for additional parking spaces during the property acquisition phase, we will offer property owners double drives and/or turnarounds. Drives from the side streets will also be evaluated for corner lots.
Signal at Linkous Drive – Nationally-accepted warrants for the installation of traffic signals indicate that a signal is not warranted at this intersection at this time
Downing Place to Loekes Drive, a distance of approximately one mile.
Project Located in County Council District 2.
Three alternates were proposed. Alternate 1 was chosen.
The major difference between Alternate1 and Alternate 2 is a roundabout at the intersection of Paul Avenue and Charbonier Road.
The major difference between Alternate 3 and the two other alternatives is the elimination of the “Four-Way Stop” control at Paul Avenue.
Original Recommended Improvements
Widen roadway to three lanes from Downing Place to Loekes Drive.
Design continuous five-foot wide sidewalk on both sides of road meeting ADA requirements.
Enclose the roadway drainage system with standard
curbing in compliance with current standards.
