The Zoning Process and the Planning Commission

The applications for zoning changes, special procedures, and other forms and checklists are available in .pdf format at the forms page.

The Current Planning Division, a division of the Department of Planning, enforces the County's Zoning Ordinance by processing and analyzing petitions for changes in zoning, special procedures, and variances to the zoning regulations. The Current Planning Division also researches and proposes ordinance amendments to ensure that the Zoning Ordinance is effective in regulating land use. Additionally, the Division conducts and coordinates plan reviews of commercial, industrial, and residential development in unincorporated St. Louis County by the St. Louis County Planning Commission. For more information on zoning changes, please visit our  Citizen's Guide to the Zoning Process web page. For detailed information about applying for a zoning change or special procedure, please view our guide to the zoning process brochure.

Board of Zoning Adjustment

The Board of Zoning Adjustment (BZA) is a three-member body of citizens appointed by the County Executive, subject to confirmation by the County Council, to hear appeals from land-owners in the unincorporated area from the strict application of the regulations of the St. Louis County Zoning Ordinance. The Board was established to hear variance requests relating to yard setbacks for buildings, structures and parking areas, sign size requirements, reconstruction or alteration of non-conforming structures, and interpretations of the intent of the Zoning Ordinance.

The Land Subdivision Process

The Current Planning Division also oversees the division of land for unincorporated St. Louis County. In addition, the Division is responsible for the calculation, collection, monitoring, and management of escrow accounts for public improvements in subdivisions. For more information on the subdivision process, see the Zoning and Subdivision Information page.

The Citizen's Guide to the Subdivision Process is a quick reference for the process of subdividing land in unincorporated St. Louis County.  In addition, the Subdivision Ordinance is available on-line.

Home Day Care
