St. Louis County Public Works E-Permitting System
Welcome to the St. Louis County Department of Public Works E-Permitting! This service is provided to our regular customers who wish to do business with the Public Works Department without the need to visit our office locations. This service will be provided to registered contractors who have an account with funds on deposit with the Public Works Accounting Section to draw against to cover the permit fee for permit requests made via the E-Permitting System.
Only permit applications which do not require a plan submittal or additional information from the applicant at the time of application qualify for and can be submitted by E-Permitting Process. Click on Drainlaying / Electrical / Mechanical / Plumbing for a listing of the type of permits that can be submitted via the E-Permitting System.
NOTICE TO CONSTRUCTION INDUSTRY
St Louis County E-Permit System to change effective:
Monday, April 1, 2013
On Monday April 1, 2013 the St Louis County E-Permit System will be replaced with the St Louis County Citizen Access (ACA) Permitting System.
All current users will need to visit the ACA site at:
https://aca.stlouisco.com/CitizenAccess prior to April 1, 2013 and create a user account. The users will then need to request that their account be linked to their license(s). Only linked accounts will be able to apply for permits online.
Licensed Plumbers, Drainlayers, Electricians & Communication Contractors will only be allowed to link accounts established in the name of the license holder.
Also beginning April 1st Visa, Mastercard and Discover credit and debit cards will be accepted. E-check payments will no longer be accepted.

The old E-Permitting System was retired the weekend of March 29th. Permit requests received after 5:00 PM, Friday, March 29th, using the old E-Permitting System were not processed. Please submit your request for permit starting 8:00 AM, April 1st at https://aca.stlouisco.com/CitizenAccess
