Alcoholic Beverages Code Chapter 801

"......it shall be unlawful for any person to manufacture, sell or expose for sale any intoxicating liquor in this County without first having obtained from the County a license or permit therefor." (801.020 SLCRO)

In order to obtain a St. Louis County Liquor License the location of the establishment must first be determined. A State license must be obtained before our office will issue a liquor license. Form of payment can be cash, Personal or Business check, Money Order, Cashier check, Certified Check or Credit card (must be card holder).

A Picnic License (a temporary liquor license for a (up to 7 days) special event or function) is issued to non-profit organizations for Full Liquor by the Drink only. If the location is in a municipality, the applicant must apply first with that municipality and then with State Liquor Control. Bring in the State Liquor License (or copy). If the location is in unincorporated St. Louis County, the applicant must apply directly to State Liquor Control. The St. Louis county liquor application requires that the Managing Officer print and sign his/her name on the application. No notary is necessary, and the application may be signed by any member of the organization.

A Caterer's License (a temporary liquor license for a one-day special event or function) is issued only to facilities that already have a valid liquor by the drink license and may only sell according to that license. The applicant must apply with the municipality first and then with State Liquor Control. Our office requires the State Liquor License ( or copy). If the location is in unincorporated St. Louis County, the applicant must apply directly to State Liquor Control. The St. Louis county liquor application requires that the Managing Officer print and sign his/her name on the application. No notary is necessary, and the application may be signed by any member of the business.

All Other Liquor Licenses

Incorporated Locations

If the location is in a Municipality in St. Louis County, i.e., Bridgeton, St. Ann, etc., whether it is a Package Liquor Store or a Restaurant with a Bar, the applicant would first apply to the Municipality, then to State Liquor Control. Once the State has issued the liquor license(s), the Managing Officer, Owner, or Partners may contact the License Division of St. Louis County to receive and apply for the County Liquor License. The application(s) must be notarized. Those applying for Sunday Licenses will need to complete a certification form that also must be notarized.

Unincorporated Locations

If the location is in unincorporated St. Louis County, the applicant would first apply to St. Louis County for County Council approval and then to the State Liquor Control. If the applicant is requesting Full Liquor by the Drink, Package Liquor, 5% Beer and/or 14% Light Wine, the applicant would first obtain an application from the License Division and apply to St. Louis County first. The Retail Application is quite lengthy. There are separate applications depending on whether the owner is a Corporation, Sole Owner, or Partnership. When the State has issued the Liquor License(s), the Managing Officer, Owner, or Partners may bring in the State Liquor License and make payment to the Division of St. Louis County for the County License (pro rated to June 30). The St. Louis county application requires the applicant to print his/her name, address, social security number, and birth date. This application must be completed by the Managing Officer, Owner, or Partners and must be signed and notarized. Those applying for Sunday Licenses may need to complete a certification form that also must be notarized.

The following is a basic list of requirements

All questions on the application must be answered completely. All requested information must be included, and all forms must be signed and notarized.

  1. The following are necessary to complete the unincorporated by the drink application:
    1. Exact name and address of business location;
    2. Recent photo of front of premises and photo of applicant(s);
    3. Voting certificate from the St. Louis County/City Board of Election Commissioner or County where applicant(s) reside(s) in the State of Missouri;
    4. Exact description of premises to be licensed; attach blueprint or hand drawing (floor plan) of area to be licensed;
    5. Copy of bill of sale from previous owner:
    6. Copy of bill of sale of fixtures if business is new or if additional fixtures have been purchased and a list of the fixtures;
    7. If mortgage is pending, attach copy of mortgage;
    8. If other financial assistance is involved, (i.e., bank loan, personal loan, loan assumption) copy of contract or letter from lender acknowledging that loan has been extended, for what amount, and to whom;
    9. If rental property, letter from owner or rental agreement;
    10. If leased, attach copy of signed, notarized lease. (Lease should indicate description and proposed use of premises, i.e., Restaurant-Bar, Bar);
    11. If Corporation, attach copy of State Certificate of Incorporation, current State Certificate of Good Standing, Articles of Incorporation and Bylaws, and letter of authorization designating applicant as Managing Officer. (If there is only one (1) officer in the Corporation, that same individual must appoint himself or herself as Managing Officer.);
    12. If Corporation, give name(s) and address(es) of all stockholders owning one (1) share or more of outstanding shares (attach copies of stock certificates);
    13. Copy of Registration of Fictitious Name filed with the Missouri Secretary of State, if necessary. (Form may be requested by calling (314)340-7490.)
    Note: No license shall be issued to any applicant who proposes to operate within a distance of 300 feet of any church, synagogue, school/day care building, or any public park or playground.
  2. Completed application must be accompanied by a check for $150.00 NON-REFUNDABLE filing fee, payable to St. Louis County Director of Revenue, to cover costs of processing application. An additional $150.00 NON-REFUNDABLE filing fee is required if submitting an application for Sunday License. These fees are in addition to the License amount that is owed when the State Liquor License(s) is/are brought into this office.
  3. The Director of Revenue will check with the following entities in determining his recommendation to the County Council:
    1. County Public Works Department on proper zoning and use.
    2. County Public Works Department of building standards and safety.
    3. County Police Department for a records check.
  4. The Director of Revenue will processes the application(s) as soon as all information is available, not only from the applicant but from the above-noted departments.
  5. A letter is then submitted to the County Council for its approval/disapproval. Council normally meets every Tuesday afternoon at 3:00 P.M. The applicant is not normally required to attend. If the location has never had a liquor license of any kind, Council will hold the application for two (2) meetings. If the location has had a liquor license before, Council normally approves the application in one (1) meeting. The applicant is warned that unfavorable reports from any of the above departments may result in a recommendation to the County Council to deny the license application.
  6. After approval is received from Council, the applicant will receive a call from the Office Administrator or the License Manager informing him/her of the Council's approval with direction to proceed to State Liquor Control with the State Application.
  7. Upon receipt of the State Liquor License(s), the applicant or a representative is to present the State license(s) or a copy to this office. St. Louis County Liquor License(s) will be typed up and the applicant will pay for the License(s). Fees for County Liquor Licenses are as follows: $300.00 for Full Liquor Retail, $35.00 for 5% Beer and/or 14% Light Wine and $200.00 for a Sunday. License fees are prorated to expire June 30th.
