Commissioner McCartney was appointed to the bench September 1, 1999.

Commissioner McCartney received her Bachelor of Arts degree in History from Purdue University. She received her Juris Doctorate degree from Indiana University in Bloomington, Indiana.

Prior to her appointment, Commissioner McCartney was an Assistant Circuit Attorney for the City of St. Louis from 1990 to 1996. She was assigned to the Sex Crimes and Child Abuse Unit from 1993 to 1996. From 1996 until 1999 she was the Director of Career Services for Washington University School of Law.

Commissioner McCartney is the immediate Past President of the Women Lawyers' Association of Greater St. Louis.
