Biography

Barbara Wall Fraser is a long time resident of St. Louis County and lives in University City. She was elected to the County Council in November of 2006 and represents the 5th District.

Before her election to the County Council, Barbara represented District 83 in the Missouri House of Representatives. During her tenure in the legislature, she worked to ensure that Missouri's educational and economic environments remained strong. Barbara sponsored and supported legislation that centered on safeguarding issues of education, children and health care. She sponsored the legislation that reauthorized the Children's Health Insurance Program (CHIPs). She worked passionately and effectively for funding of primary and secondary education as well as higher education.

Working to promote economic development, she has been a strong supporter of historic tax credits and the Quality Jobs Program, which provides business with incentives for job creation. As a former member of the Missouri Cultural Trust Fund Board, she worked especially hard to restore funding for the arts. Elected Chair of the St. Louis Regional Caucus by fellow legislators, Barbara worked to overcome partisanship in order to advance the region.

Prior to entering politics, Barbara was a teacher for 22 years. She taught at Mary Institute and Country Day School (MICDS), Francis Howell and Clayton among others. Barbara entered politics when she was elected to the University City School Board, where she served four terms, one as president.

Barbara is one of the Missouri Directors for Women in Government and a board member of the Independence Center. Barbara is a 2002 graduate of Leadership St. Louis and a 2004 graduate of John F. Kennedy Senior Executives in State and Local Government Program at Harvard University.

Barbara is married to Norman Jones and has two daughters, Madeline and Jessica.
