Background Section 4.050 of the County Charter authorizes the position of Accounting Officer. Under the direction of the Accounting Officer, the Division of Fiscal Management is responsible for: keeping and supervising all accounts of the County; operating the County's accounting systems, including payroll; maintaining such accounting systems along with related procedures and forms; conducting pre-audit examinations of all invoices and payrolls to ensure all such requests for payment are proper; preparing checks for the County Treasurer's signature; preparing and publishing monthly financial summaries and the Comprehensive Annual Financial Report (CAFR); and taking an annual inventory of all County property.
