Rental Housing Production Program
The Rental Housing Production Program provides low-interest financing to developers for the acquisition and rehabilitation or the construction of rental housing throughout St. Louis County for low- and moderate-income families. The Office of Community Development offers flexible financing terms to qualified rental development projects which permits developers to maintain affordable rent structures over the life of the loan. Loans under the Rental program are made based upon responses to an open-ended Request For Proposals (RFP). The RFP and accompanying application can be downloaded from this site and are also available upon request by calling (314) 615-8237.
Eligibility
Private builders, developers, not-for-profit community groups, Community Based Development Organizations and Community Housing Development Organizations are eligible to apply for financing. Applicants must demonstrate that they have appropriate housing development experience and sufficient financial capacity to undertake the development.
Affirmative Fair Housing Marketing
The purpose of the Rental Housing Production Program is to increase the inventory of decent and affordable rental housing throughout St. Louis County. All developments of 5 units or more financed under this program are required to submit an Affirmative Fair Housing Marketing Plan that outlines methods for providing information and otherwise attracting eligible persons in the housing market area to the available housing without regard to race, color, national origin, sex, sexual orientation, religion, familial status or disability.
