What is a Consolidated Plan?

  St. Louis County is eligible to receive federal funds from the U. S. Department of Housing and Urban Development for funds appropriated to the Community Development Block Grant (CDBG)Program, the HOME Investment Partnership Program and the Emergency Shelter Grant Program.

  In order to receive these funds, St. Louis County annually prepares an application for grant funds that includes proposed activities to be undertaken by cities cooperating with St. Louis County, non-profit agencies and the cities of Florissant, O'Fallon, St. Charles, and Wentzville and the counties of Jefferson and St. Charles. This application is referred to as the St. Louis HOME Consortium Consolidated Plan.

St. Louis County as an "Urban Entitlement County" is eligible to receive federal funds from the U. S. Department of Housing and Urban Development for funds appropriated to the Community Development Block Grant Program, the HOME Investment Partnership Program and the Emergency Shelter Grant Program.

In order to receive these funds, St. Louis County has prepared an application update for FY 2010 grant funds. A copy of the Consolidated Plan update is available for public review.


CDBG-R Substantial Amendment

May 26, 2009

As part of the American Recovery and Reinvestment Act of 2009, the federal government has made available through the Department of Housing and Urban Development (HUD) additional Community Development Block Grant (CDBG) funding for local governments.

Based on a formula, HUD has provided St. Louis County with an allocation of 1,431,315.00 to be used to stimulate the local economy through measures that modernize infrastructure, improve energy efficiency, and expand educational opportunities and access to health care.

HUD strongly urges grantees (such as St. Louis County) to use these additional CDBG funds for hard development costs associated with infrastructure activities that provide basic services to residents or activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings.

To receive these funds, St. Louis County must submit to HUD a substantial amendment to its 2008 Action Plan. As the American Recovery and Reinvestment Act of 2009 requires, grantees must make available the substantial amendment to the public for citizen review and comments.

Therefore, the posting of this document on St. Louis County's web site is meant to serve as the vehicle by which the public can comment on the plan until June 3, 2009. The substantial amendment will also be placed in various government buildings throughout St. Louis County as well as a number of public libraries for those citizens without internet access.
