Major Timothy Fitch

Major Timothy Fitch was born in the City of St. Louis and resides in St. Louis County with his wife and two children. Major Fitch is the Commanding Officer of the Division of Operational Support and works directly for the Chief of Police. He is currently responsible for the management and operation of the following Bureaus and Units: Communications, Professional Responsibility, St. Louis County and Municipal Police Academy, Personnel Services, Fiscal Services, Planning & Analysis, Office Services, Vehicle & Supply, Computer Services, Central Police Records and Security Services.
He started his career in 1983 as a patrol officer in the Affton Precinct. He became a Field Training Officer where he served until his transfer in 1992. Major Fitch was then assigned to the Office of the Chief of Police in the newly formed Municipal Services Unit. This Unit is responsible for developing and maintaining liaison with area law enforcement agencies in an effort to improve the delivery of police services. It is also responsible for the coordination of police service contracts with municipal law enforcement agencies and governments.
In 1993, he was selected to be a detective in the Division of Criminal Investigation, Bureau of Crimes Against Persons where he investigated the crimes of homicide, robbery and sexual assault. He was promoted to Sergeant in 1995 and served as a patrol supervisor in the South County and Fenton Precincts.
In 1997, he was promoted to Lieutenant and served as a Watch Commander in the Fenton and Affton Precincts. He was later reassigned as the Commander for the Bureau of Professional Responsibility, which is responsible for investigating allegations of misconduct by Department employees, as well as for staff inspections of each component of the Department.
Upon his promotion to Captain in 1999, he became the Commander of the Fenton Precinct where he served until his promotion to the rank of Major in 2001. At that time, he was assigned to the Division of Patrol as the Commanding Officer where he was responsible for the management and operation of all seven police precincts, Metro Link Detail, Bureau of Special Operations (Tactical Operations, Air Support Unit, Community Action Team and Highway Safety), Chaplains, School Services and the Office of Emergency Management, as well as oversight for the Washington University Police Department and Lambert Airport Police Department.
Major Fitch has a Bachelor's degree in Criminal Justice from Truman State University and a Master's degree in Management from Fontbonne University. He is a graduate of the FBI National Academy in Quantico, Virginia and is an adjunct instructor for Lindenwood University and the St. Louis County and Municipal Police Academy. Major Fitch is also a graduate of the United States Secret Service Dignitary Protection program. He is a member of the International Association of Chief's of Police, Missouri Police Chief's Association, FBI National Academy Associates (2006 Chapter President), Law Enforcement Officials of Greater St. Louis (2007 Treasurer), the Backstoppers and the FBI Law Enforcement Executive Development Association. He serves on the Board of Directors for the St. Louis Crusade Against Crime. Major Fitch is a certified Assessor and Team Leader for the Commission on Accreditation for Law Enforcement Agencies (CALEA®).

Captain Kenneth Gregory

Captain Kenneth Gregory was born in Edenton, North Carolina but moved to St. Louis at a young age and was raised in the city of St. Louis, Missouri. He currently resides in the city of Florissant, Missouri with his wife of eight years. Captain Gregory is assigned to the Saint Louis County and Municipal Police Academy.
In this position, he serves as the Director and oversees the day-to-day operations of the Police Academy. Captain Gregory also address the training needs of the St. Louis County Police Department as well as the needs of approximately eighty municipal, state, and federal agencies.
Captain Gregory serves in a number of different capacities for the County Police including membership on the County Police Training Committee, Computer Steering Committee, Weapons Committee, Salary Reclassification Committee, and the Probationary Review Committee for police officers. He is a member of the Law Enforcement Officials, the St. Louis County Police Association, and ex-officio member of the Academy Board of Managers . He is an associate member of St. Louis Area Police Chiefs, an associate member of Missouri Police Chiefs Association, a member of the International Association of Directors of Law Enforcement Standards and Training, a member of the American Society of Law Enforcement Trainers and serves on the Board of Options for Justice. Captain Gregory is also a member of NOBLE (National Organization of Black Law enforcement Executives).
Captain Gregory began his career with the St. Louis County Police on December 2, 1979 when he was hired as recruit and later assigned to the North County Precinct after graduation. He worked as a patrolman there for ten years. In December of 1989, he was assigned to the West County Precinct - including service in the cities of Wellston and Kinloch. In April of 1995, Gregory was assigned to the Municipal Services Unit in the Chief's office where he assisted with municipal contracting until he was promoted to Sergeant in June 1995. After promotion, Gregory was assigned to the North County Precinct as a supervisor until he was assigned to the Tactical Operations Unit as supervisor in November of 1995. Captain Gregory served in that position for two years until he was promoted to the rank of Lieutenant in January of 1998. He was then assigned to the West County Precinct as a Watch Commander and six months later, transferred to the North County Precinct as Watch Commander. During this assignment, he served as Acting Commander of the North County Precinct for ten weeks and as Acting Commander of the City of Berkley Police Department for two weeks. In July of 2001, Gregory was promoted to the rank of Captain and assigned to his current position.
Captain Gregory has a Bachelor of Science Degree in Education from the University of Missouri-Columbia and is a graduate of the 218th Session of the FBI National Academy. He has received one Meritorious Service Citation, one Chief's Commendation, and five Awards of Excellence.

Sergeant Donna Ostendorf

Sergeant Donna Ostendorf comes from a Law Enforcement family. Her Great-Grandfather and Father were both Law Enforcement Officers. She came to St. Louis in 1987, when she attended the final class of what was then the Greater St. Louis Police Academy where she graduated Best Defensive Tactics and Best Overall Officer.
Sergeant Ostendorf spent 8 years as a patrol officer in the Affton Southwest Precinct to include being a field training officer. She was transferred to the Bureau of Special Investigations until reassignment to the Bureau of Drug Enforcement.
In 2000, she was promoted to the rank of Sergeant and spent 1 ½ years as the Midnight Watch Supervisor in the South County Precinct. Sergeant Ostendorf was then transferred to the Bureau of Communications as the Midnight Watch Supervisor for the 9-1-1 dispatch center. In March of 2005, Sergeant Ostendorf was assigned as the Continuing Education Supervisor for the St. Louis County and Municipal Police Academy, her current position. Sergeant Ostendorf is a member of the American Society of Law Enforcement Training and holds an Associates Degree in Criminal Justice.
Sergeant Ostendorf is married to Lieutenant William Ostendorf, a 27-year veteran of the St. Louis County Police Department. They live with their three children in South St. Louis County.

Mr. Ronald Grames

Ron Grames has been involved in law enforcement training in the St. Louis area since 1979, first at the regional academy downtown, and since 1987, at the St. Louis County and Municipal Police Academy. Ron is the Instructional Technology Supervisor for the Academy, overseeing operation of the two computer labs as well as the computer and audio-visual technology used for instruction on-campus and off- by Academy instructors.
In addition to these duties, Ron is the Web master for the Department and Academy Websites, as well the site for Do the Right Thing of Greater St. Louis, an organization which recognizes area youth who have, as the name suggests, done a particularly good deed. He acts as the liaison and coordinator for the partnership between the Academy and Police Legal Sciences, Inc. whose online training programs the Academy certifies for law enforcement participants throughout Missouri. He has developed the data systems used by the Academy for the maintenance of all training records and, along with the Academy Computer Instructor, produces computer-based and audio-video instructional programs. He serves on the Computer Services Steering Committee and is currently the committee Secretary.
Ron teaches Constitutional Law classes for the recruit and continuing education programs, as well as train-the-trainer, media development and supervision classes. He is the Missouri POST Subject Matter Expert for recruit basic Constitutional law topics, and works with other Constitutional law instructors in academies across the state in the updating of the state-certified program. Ron served on the POST curriculum committee that drew up the 470- and 600-hour basic peace officer curriculum used at all Missouri POST-certified academies.
Ron holds a bachelor's degree in theater arts and psychology from the University of Wisconsin - Stevens Point and a master's degree in education from Southern Illinois University - Edwardsville. He has received a number of awards for his work, including Missouri POST Instructor of the Year in 1995 and three Chief's Commendations. He lives in North St. Louis County with his wife and their three children.

Lieutenant Ken Schmelig

Lieutenant Ken Schmelig is currently assigned as the Commander of the Bureau of Security Services which is responsible for the safety and security of the St. Louis County Government complex. The county medical clinics and the Family Court facilities are also the Bureau's responsibility.
Lieutenant Schmelig was born and raised in St. Louis County where he still makes his home with his family. After graduating from St. Louis University he joined the police department in 1975. He began his career as a patrolman in the North County Precinct and served there until he was transferred into the Bureau of Tactical Operations in 1980. Lieutenant Schmelig remained in Tactical Operations until 1986 when he was transferred into the Bureau of Crimes Against Persons. He served as a detective in Crimes Against Persons until he was promoted to Sergeant and served in the West County Precinct in1993. In 1994 he was transferred back into Crimes Against Persons as a supervisor were he remained until his promotion to Lieutenant in 1996.
Lieutenant Schmelig served in the North County Precinct as a Watch Commander until his was transferred into the Divisions of Criminal Investigation as the Commander of the Bureau of Crimes Against Property in 1998. He remained in this assignment until 2004 when he was reassigned as the Commander of Crimes Against Person, serving there until his 2007 transfer into the Bureau of Security Services.
Lieutenant Schmelig has received numerous awards, commendations and letters of appreciation during his career. He has served on the board or has had membership to several organizations and committees including: International Homicide Investigators Association, Crimes Against Children Working Group, Domestic Violence Council, Legal Advocates for Abused Women, Sexual Assault Response Team and the Law Enforcement Executives Association. Lieutenant Schmelig also serves as the Vice President of the St. Louis County Police Department Welfare Association.

Lieutenant Kenneth Williams

Lieutenant Kenneth Williams was born in Fayette, Missouri and raised in North St. Louis County. He currently resides in the City of Ballwin with his wife Sandra. He has two grown children.
Lieutenant Williams was assigned as the Commander of the Bureau of Professional Responsibility in August of 2005. His responsibilities include the investigation of all allegations of misconduct against employees, commissioned officers, reserve officers and deputized officers of the Department.
After graduation from the Greater St. Louis Police Academy in 1982, Lieutenant Williams was assigned to the Second Precinct, which at the time included areas of West County, Maryland Heights and West Overland. In 1986 he was assigned to the Tactical Operations Unit and served in this unit as a tactical officer and team leader until his promotion to the rank of Sergeant in 1994. As a Sergeant he served as a supervisor in the Affton Southwest Precinct, as a contract supervisor with the University of Missouri-St. Louis Police Department, as a supervisor in the Tactical Operations Unit, and as the supervisor of basic recruit training at the St. Louis County and Municipal Police Academy.
Following his promotion to the rank of Lieutenant in 2001, he has served in the North County Precinct and the City of Wildwood Precinct. In addition he has been the chairman of the Department's Neighborhood Policing committee and has been a member and supervisor of the St. Louis County Mobile Response Team.
Lieutenant Williams received his Criminal Justice education from St. Louis Community College and he has attended numerous training classes in police specialized tactics and weapons, instructor development, leadership and law enforcement management. Lieutenant Williams has received numerous letters of appreciation and Awards of Excellence.

Sergeant Steve Hampton

Sergeant Steve Hampton was born and raised in Litchfield, Illinois. He received a Bachelor of Science Degree in Law Enforcement Administration from Western Illinois University in 1989. He currently resides in North St. Louis County with his wife Pam and two children, Ashleigh and Matthew.
Sergeant Hampton began his career with the St. Louis County Police Department on January 2, 1990 as a police recruit at the St Louis County and Municipal Police Academy. After graduation he was assigned to the North County Precinct. In 1991, Sergeant Hampton was selected as one of three officers to be assigned to the Department's first full service patrol contract for the City of Blackjack. After three successful years, he was selected to be a Field Training Officer and trained nearly a dozen new police officers.
Sergeant Hampton was promoted to the rank of sergeant in March of 1997 and assigned as a patrol supervisor in the West County Precinct. In March of 1998 he was transferred back to the North County Precinct. In October of 1999, Sergeant Hampton was transferred to the St. Louis County and Municipal Police Academy as the Continuing Education Supervisor. His duties included the scheduling and monitoring of nearly 300 training classes each year as part of the Missouri Peace Officers Standards and Training (P.O.S.T.) requirements. In 2003, Sergeant Hampton became the Basic Training Supervisor at the Academy. In this capacity he was responsible for the scheduling and coordinating of three Basic Recruit classes each year and supervising six Academy instructors.
In October of 2004, Sergeant Hampton was transferred to his current assignment as an Investigator in the Bureau of Professional Responsibility. Sergeant Hampton investigates internal and external complaints against Department employees to determine if violations of Department Policies and Procedures have occurred.

Captain John Roach

John Roach was born and raised in St. Louis, and currently resides in St. Louis County with his family. Captain Roach is assigned to the Office of Information and Technology for the St. Louis County Police Department.
Captain Roach serves as the Commander of the Office of Information and Technology and is responsible for directing the management of the Bureau of Communications, the Bureau of Central Police Records, the CARE Unit, and the Bureau of Computer Services.
Captain Roach serves in a number of different capacities for the County Police including membership on the Computer Services Steering Committee and Police Officer Probation Review Board. He is a member of the St. Louis Area Police Chiefs Association's Law Enforcement Technology Committee.
Captain Roach began his career with the St. Louis County Police on September 4, 1974 when he was hired as a Patrolman in the North County Precinct. Prior to joining the St. Louis County Police Department, he served as a police officer with the St. Louis Metropolitan Police Department in north St. Louis.

Sergeant Mark Dougherty

Sergeant Mark Dougherty is a 25-year veteran of the St. Louis County Police Department. For the last 10 years, he has served as the Supervisor of Computer Services for the St. Louis County Police Department. Sergeant Dougherty's past assignments include Assistant Director of the Bureau of Communications, Director of the Bureau of Central Police Records, Assistant Director of the Bureau of Identification, Administrative Assistant to the Chief of Police, Research Associate of the Bureau of Management Systems, Patrol Sergeant and Police Officer.
Sergeant Dougherty's current assignment includes the development of regional law enforcement software applications with REJIS (Regional Justice Information Service) such as the CrimeMATRIX System.
Sergeant Dougherty earned a Bachelor of Arts Degree in History from St. Louis University and a Master of Arts Degree from Webster University in Computer Resources and Information Management.

Sergeant Dana Fulton

Sergeant Dana Fulton was born and raised in the St. Louis area. He currently resides in Southwest St. Louis City and is assigned to the Office of Information Technology, Computer Services Bureau.
In his current assignment, Sergeant Fulton is involved in the overall operation of the Bureau of Computer Services, including Mobile Data Terminal, In-car video & desktop technical support coordination, project management and integration of new hardware and software for department use. Sergeant Fulton works with the Computer Services Steering Committee to address the Information Technology needs of the Department.
Sergeant Fulton began his career with the St. Louis County Police Department in 1988. He has served in the Bureau of Security Services, the Affton Southwest Precinct, the D.A.R.E. Unit, Metrolink Unit and CARE Unit before being promoted to the rank of Sergeant. He has served as a supervisor in the Wildwood and Affton Southwest Precincts in addition to his current assignment.
Sergeant Fulton's hobbies include mountain biking, weightlifting, traveling and promoting Greyhound adoption. He belongs to the Greyhound Companions of Missouri and has one adopted Greyhound. Sergeant Fulton also belongs to Our Lady of Sorrows Parish in Southwest St. Louis.

Lieutenant Christopher Stocker

Lieutenant Christopher J. Stocker was born in Metropolitan St. Louis City and raised in South St. Louis County. He currently resides in unincorporated Oakville with his wife Lori of 19 years and their three children Chris, Chase and Clay. Lieutenant Stocker has been assigned as Commander, Bureau of Central Police Records since the first quarter of 2002.
As the Commander of the Bureau of Central Police Records, he oversees and directs the activities of over fifty commission and non-commission Department employees assigned to the Police Records Unit, CARE Unit, Private Security Unit, Sex Offender Registration Unit. Lieutenant Stocker also manages the False Alarm Program.
After graduation from the Greater St. Louis Police Academy in 1983, Lieutenant Stocker was assigned to the Affton Southwest Precinct as a patrol officer eventually serving as a Field Training Officer for both new police recruits and reserve officers. In 1986 he was selected to the Bureau of Special Investigations were he worked as an undercover detective in the areas of vice, drug enforcement, anti-fence and government corruption. In 1990 he served as Fleet Management Officer responsible for the purchase and maintenance of the Department vehicle fleet. In 1992 through 1995 he was assigned to the Municipal Services Unit, which manages the contracts for various police services with local municipal law enforcement agencies. During this same time period he assumed the role of Media Relations Officer responsible for the Departments interaction with all news gathering agencies. In 1995 he was promoted to the rank of Sergeant and assigned to the Office of Chief of Police as Administrative Aide. In 1998 he was promoted to his current rank as Lieutenant and assigned to the South County precinct as a Watch Commander.
Throughout his tenure he has served on numerous committees, including Chief's Committee, Neighborhood Policing Committee, Justice Services Committee, Performance Review Committee, Grievance Review Committee, Computer Services Steering Committee, St. Louis County Government Awards Committee and a long time board member of "Do The Right Thing Of St. Louis". In 1995 he received "Officer of the Year" from the Oakville Optimists and 2002 he was honored by the South County Chamber of Commerce for "Outstanding Community Service".
Lieutenant Stocker holds an Associates Degree in Business Management and has continued his academic career at both Maryville and Webster Universities.

Mrs. Mary Wickenhauser

Mary Wickenhauser began her career with the St. Louis County Police Department in July of 1972 as a Police Records Clerk. Her strong work ethic and dedication to customer service landed her the supervisory position of Records Coordinator. Pursuant to the spirit and intent of the Missouri Sunshine Law, Mrs. Wickenhauser is responsible for the management, maintenance and public dissemination of the St. Louis County Police incident, investigative and accident reports. St. Louis County Police Records is the sole source provider of criminal history checks to the public for the entire St. Louis County area, Mrs. Wickenhauser ensures that her staff adheres to all applicable federal, state and local laws prior to any public release. Mrs. Wickenhauser is also responsible for the Department's "Permit to Acquire Concealable Firearm" application process for St. Louis County residents.
Throughout her career she has been a strong advocate of law enforcement agencies being held accountable for complete and accurate criminal history entries. To this end, our Department's modern methods of records management are in place, in part, to her advice and expertise. Mrs. Wickenhauser is a records management resource to all law enforcement agencies and a liaison between court personnel and police clerks throughout our region. Mrs. Wickenhauser is a current member of the Police Clerks Association serving previously as both President and Vice President.
Mrs. Wickenhauser currently resides in the City of Webster Groves with her husband, Robert, a detective sergeant for the Chesterfield Police Department, and their two children, Sarah and Michael.

Ms. Sharon Pezold Hocks

During Mrs. Sharon Pezold Hocks' 21 years of employment with the St. Louis County Police Department, she has worked in the Computer Assisted Report Entry (CARE) Unit in various capacities. On April 29, 2003, Mrs. Pezold Hocks was promoted to her current position as CARE Coordinator. As CARE Coordinator, Mrs. Pezold Hocks oversees and directs a team of highly trained operators in managing computerized police reports for not only St. Louis County, but for numerous municipalities throughout the greater St. Louis area. The CARE system is an award-winning program on the forefront of technology, and Mrs. Pezold Hocks enjoys leading its advancement as it aids law enforcement officials.
On March 20, 2002, Mrs. Pezold Hocks was presented with a Certificate of Commendation from the Major Case Squad in recognition of her commitment to the organization's needs and her extensive knowledge of the system; thereby becoming the second civilian in Major Case's history to receive such an award. In addition, she received a Chief's Commendation in recognition of the outstanding work performed for the Major Case Squad.
In June 2001, Mrs. Pezold Hocks graduated summa cum laude from Lindenwood University with a Bachelor of Arts in Business Administration. She also has successfully completed the Administrative Secretarial Program at Sanford Brown Business College, as well as the Supervisory Certificate Training Program offered at University of Missouri - St. Louis. She is married to Mr. Stephen Hocks, and they reside in St. Charles County, Missouri.

Sergeant Michael Wichtman

Sergeant Mike Wichtman was born in Detroit, Michigan, raised in the City of Utica, a suburb of Detroit and has lived in the in St. Louis area since 1979. He currently resides in St. Peters, Missouri. Sergeant Wichtman began his career with the St. Louis County Police Department on July 29, 1979.
Sergeant Wichtman is currently assigned to the Bureau of Central Police Records where he is the Supervisor of the Private Security Unit. The Unit is responsible for regulating and licensing all private watchman, private detectives and private police serving or acting in St. Louis County. This also includes their original and renewal training.
After graduating from the Police Academy in December 1979, he was assigned as a Probationary Police Officer at the North County Precinct. He completed his probationary period and remained as a Patrol Officer until May 1985 when he was transferred to the Bureau of Identification as a Crime Scene Detective. In November 1994, Sergeant Wichtman was then transferred to the Bureau of Central Police Records as CARE Coordinator. In April 1997, Sergeant Wichtman was transferred back to the Bureau of Identification as Crime Scene Detective.
On July 14, 1997, he was promoted to Sergeant and assigned as Patrol Supervisor to the West and Central County Precincts. Sergeant Wichtman was then transferred to the Bureau of Crimes Against Property in September 1998 as Supervisor of the General Assignment Unit. In January 1999, he was assigned as Supervisor of the Bureau of Fugitive Affairs until March 2005 when he was transferred to the Bureau of Security Services as Supervisor. On February 16, 2007, he was assigned to the Bureau of Central Police Records, which is his current assignment.
Sergeant Wichtman earned a Certificate of Specialization in Business from St. Louis Community College. He also earned a Bachelor of Arts in Management / Business Administration and a Master of Arts in Business from Webster University. Sergeant Wichtman has earned numerous Awards of Excellence and Letters of Appreciation.

Mr. William Howe

Bill Howe spent four years as a police officer with the Kent State University Police Department prior to joining the St. Louis County Police Department in 1981. He was promoted to Vehicle and Supply Manager in 1984 and to Director, Bureau of Planning and Research in 1986. In 2005, Mr. Howe was assigned to his current position as Director of the Bureau of Staff Services.
As Director of Staff Services, Bill is responsible for the management of the County Police administrative functions including Personnel Services, Planning and Analysis, Fiscal Services, Vehicle and Supply and Office Services. He is also a member of the Department's Command Staff, Computer Services Steering Committee, Weapons System Committee and he is Chairman, of the Performance Evaluation Review Board. Bill has served as the Department's CALEA Accreditation Manager since 1995.
Bill received his Bachelors Degree in Business Administration from Kent State University (1977) and a Master's degree in Public Administration from Southern Illinois University (1987). He is also a graduate of the Northwestern University, School of Police Staff and Command, Class 250. Bill has served as a CALEA Assessment Team Leader and Assessor since 1996 and he is an adjunct faculty member at St. Louis University.

Mr. Steve Tedoni was born in St. Louis and raised on "The Hill," a South St. Louis Italian section of the City. He believes that nothing he has experienced in his personal life or professional career has changed the values, tradition and strong family bonds that were established and have remained with him since childhood. He is very proud to have been a member of the County Police Family for over 30 years. Steve and his wife Diana live in South St. Louis County.
In his present position as Supervisor, Personnel Services, his Unit is responsible for the Affirmative Action Program, Equal Employment Opportunity Plan, recruitment, administration of the promotional process for Department personnel, maintenance of personnel records, the coordination of health and medical benefits, and the maintenance of the Department Armory program.
Mr. Tedoni also serves as the Department's member of St. Louis County's Catastrophic Leave Committee, Employee Benefits Committee, Wellness Council, and Human Resources Working Group Improvement Process.
Steve began his career in 1974 as a patrol officer in the Affton Southwest Precinct, after graduation from the Greater St. Louis Police Academy. Since that time, he has served in the following positions: Field Training Officer; Administration Aide to the Superintendent of Police; Research Associate Senior; Director, Bureau of Office Services; Watch Supervisor, Bureau of Communications; Supply Manager and Supervisor, Financial Management Unit.
Mr. Tedoni earned his Bachelor's degree in the Administration of Justice from the University of Missouri-St. Louis and a Master's degree in Business Administration from Webster University. He has received a Chief's Commendation, two awards of excellence and 38 letters of appreciation.

Officer Jerry Kelly was born and raised in St. Louis, Missouri. He started his law enforcement career as a police officer with a municipal department in 1995. He spent six years as a patrolman before being selected as a Police Recruit Basic Training Instructor for the St. Louis County and Municipal Police Academy (06/2000-12/2006). While teaching at the academy he served as the primary instructor for several blocks of instruction to include Patrol Tactics and Procedures, Traffic Accident Investigation, DWI Investigation, First Responder, Investigative Traffic Stops, Initial Response To The Active Shooter and Building Search Tactics and Procedures.
Officer Kelly was previously assigned to the Central County Precinct. In October of 2007 he was assigned to his current position in the Personnel Services Unit as a recruitment officer. His position is responsible for actively recruiting and testing qualified applicants who meet the qualifications to become a police officer. In these efforts, he seeks to develop and maintain various educational and business relationships to enhance Department recruitment opportunities. He also conducts background investigations for civilian position applicants and represents the Department at career/job fairs and special functions.
Officer Kelly is a graduate of Christian Brothers College High School. He received his Bachelors Degree in Administration of Justice from the University of Missouri-St. Louis in August of 1989 and he also received his Masters Degree in Business Management from Webster University in December of 2000.

Ms. Joyce Hill

Joyce Hill is the supervisor of the Fiscal Services Unit. This unit is responsible for all financial activities of the Police Department, including payroll, accounts payable, and accounts receivable. This unit prepares the annual budget, and works with federal and state agencies coordinating grants and overtime reimbursements.
She is a 1989 graduate of Austin Peay State University, with a Bachelor of Business Administration degree in Accounting. She passed the Certified Public Accountant exam in 1995. Before working for the Police Department she was employed as an accountant with the Department of Defense. She has been with the Department since 1996. She resides in St. Charles County, along with her husband and two children.

Mr. Robert Hornsey

Mr. Hornsey was born and raised in St. Louis, and resides in Affton with his wife and 2 children. He is assigned to the Vehicle and Supply Unit under the Bureau of Staff Services for the St. Louis County Police Department.
Mr. Hornsey serves as the Manager of the Vehicle and Supply Unit and is responsible for the management of the purchase, disposal, and maintenance of 500 plus vehicles, public towing, uniforms for the department's commissioned and non-commissioned employees, department's leased facilities, supplies, department's inventory, and department travel.
Mr. Hornsey serves in other capacities for the County Police including as a member of the Chief's committee, liaison between County Risk Management and Insurance Office and Police Department for information concerning accidents and damage to department vehicles, Department representative for the County Golf Tournaments, member of the County Police Welfare Tournament, member of the County Safety Coordinators and is a current member and past treasurer for the local Chapter of the St. Louis Gateway National Association of Fleet Administrators (NAFA).
Mr. Hornsey began his career with the St. Louis County Police on August 13, 1978 when he was hired to maintain the County's Emergency Operations Center. He then became an Emergency Operations Specialist and served as the County's Radiological Defense Officer and School Safety Specialist. His duties changed in 1987 when he became the department's Fleet Manager. In 1993 he became the department's Supply Manager and then in 1996 he was promoted to his current position as Vehicle and Supply Manager.
Mr. Hornsey enjoys his family time, watching his kids participate in sports, and playing golf with his son and/or friends whenever possible. The only golf record he holds is playing the most holes in one day (69) at a local golf course.

Ms. Judy Sampson

Originally from the north St. Louis County area, Ms. Sampson has resided in the south county area for approximately 20 years. She first came to the St. Louis County Police Department in 1970 as a clerk typist after years of practicing on an antique typewriter her father had purchased for her eighth birthday. Following a break in service, Ms. Sampson returned to the Department in 1974 and has served in a variety of assignments throughout the years in the Bureau of Central Police Records and the Divisions of Criminal Investigation and Operational Support. Her present position is that of supervisor of the Office Services Unit, which provides administrative document processing and mail services to the Department. She has also served as Secretary of the Police Welfare Association since 1987.
Ms. Sampson is very proud of her two grown, married daughters, without whom she would not have acquired her most important position - "Grandma."
