Captain Doyle began his career with the St. Louis County Police on April 27, 1992, when he was hired as a Probationary Police Officer and assigned to the South County Precinct. As a member of the St. Louis County Police Department, he has served in the following capacities:

Captain Doyle is currently assigned as the commander of the North County Precinct. In this position he has law enforcement responsibility for the unincorporated areas of St. Louis County and for the City of Black Jack, Missouri. The precinct has an authorized manpower of three lieutenants, ten sergeants and 99 police officers.

Captain Doyle is an avid supporter of police and community relations, and is currently involved in numerous neighborhood watch and community relation programs. He received his Criminal Justice education from Lindenwood University. Captain Doyle has also attended countless hours of training in a variety of law enforcement, leadership and management related areas. He is the recipient of numerous letters of appreciation, Awards of Excellence, and two Chief's Commendations.

Along with being a passionate Dallas Cowboys fan, Captain Doyle's hobbies include: motorcycling, traveling, fishing, and spending time with his family.

Little known Fact: Outside of his compassionate personality, Captain Doyle is a very private individual who enjoys his personal time.

Lieutenant Guy Means was born in the City of St. Louis and currently resides in the North County area of St. Louis County. Lieutenant Means is a Watch Commander in the North County Precinct. He is assigned to the Division of Patrol. He is responsible for supervising patrol Sergeants and Police Officers who carry out day -to-day routine crime suppression and investigative functions.

He started his career as a patrol officer with the St. Louis County Police in 1991 where he was assigned to the Affton Southwest Precinct. He was a Certified Bike Officer and Neighborhood Police Officer. In 1995 he was assigned to the Municipal Services Unit in the Office of the Chief of Police. This Unit is responsible for developing and maintaining a liaison with area law enforcement agencies in effort to improve the delivery of police services. It is also responsible for the coordination of police municipal service contracts with municipal law enforcement agencies and governments.

In 1999 he was promoted to Sergeant and served as a patrol supervisor in the West County precinct. He was transferred to The Metro Link Unit in 2001 that is a contract service for Metro Transportation Organization. He was responsible and insured the safety and security of the passengers and property of the Metro Link Light Rail System until his transfer in 2002.

Lt. Means was then assigned to the Office of the Chief of Police as the Administrative Aide. He was the Vice-President of the Do The Right Program in conjunction with KMOV-TV Channel 4 in 2002-2003. He was promoted to Lieutenant in 2002. Lt. Means has a Bachelor's Degree in Management of Criminal Justice from Concordia University-Wisconsin. He is a current member of NOBLE, the National Organization of Black Law Enforcement Executives.

Lt. Means has received several Awards of Excellence, two Chief's Commendation, and 29 letters of appreciation. Lt. Means is a member of The St. Louis County Crisis Intervention Team (CIT).

Lieutenant James Mundel joined the St. Louis County Police Department in September 1989 and served as a Security Officer in the Bureau of Security Services until attending the St. Louis County and Municipal Police Academy in January 1990. Upon graduation, he was assigned to the North County Precinct. While in the Precinct he served as a Field Training Officer, the Advisor to the precinct Law Enforcement Explorer Program, and as an accident reconstruction investigator for the Department. In December 1997, he was assigned to the Division of Patrol as the aide to the Bureau of Special Operations. He returned to the North County Precinct in April 1998 and resumed his previous duties. He was promoted to sergeant in October 1999. He remained in the North County Precinct as a watch supervisor and acting watch commander and worked briefly as a watch supervisor in the West County Precinct. In March 2002, he was assigned to establish the Department's Highway Safety Team in the Bureau of Special Operations. The Team was made possible from a grant from the Missouri Division of Highway Safety. In June, 2008, he was promoted to the rank of Lieutenant and assigned as a watch commander in the North County Precinct. Lieutenant Mundel has been trained in traffic incident management by the Missouri Department of Transportation.

Lieutenant Mundel supervises the Department's Crash Reconstruction Team which consists of six police officers assigned to the Division of Patrol. He ensures that they maintain their training, coordinates response and use of the resource equipment utilized by the officers in their investigations. Additionally, Lieutenant Mundel serves as Deputy Commander of the Criminal Traffic Investigation Unit (CTIU) of St. Louis County. CTIU is a cooperative effort of traffic crash investigators from the various police agencies in St. Louis County. It provides a vast resource of investigators and resources for the purpose of investigating fatal or serious traffic crashes to agencies throughout St. Louis County to identify causation and assist in necessary criminal prosecutions.

From 1999 to 2001, Lieutenant Mundel served as the Advisor to the St. Louis Area Law Enforcement Explorer Association and was the Director of the Law Enforcement Explorer Academy in 1999 and 2001. Currently, Lieutenant Mundel serves as the Department's Explorer Program Coordinator and oversees the administration of the four Law Enforcement Explorer posts sponsored by the St. Louis County Police Department.

Lieutenant James Mundel was born and raised in the St. Louis area and resides in St. Louis County. He has a Bachelor of Science degree from the University of Missouri St. Louis in Administration of Justice.

Lieutenant Steve Sack is a lifelong resident of the Saint Louis area and currently resides in Saint Louis County. Lieutenant Sack began his career with the Saint Louis County Police Department in August of 1988. After attending the Saint Louis County and Municipal Police Academy, he was assigned as a patrol officer in the South County and Affton Southwest Precincts. In 1994, he was transferred to the Division of Criminal Investigation as a Detective and held positions with the Bureau of Drug Enforcement and the DEA Task Force.

He was promoted to Sergeant in April of 1998 and served as a patrol supervisor in the South County Precinct. In 1999 he was reassigned as a supervisor with the Multi-Jurisdictional Drug Task Force where he worked for four years before being transferred to the Community Action Team and later the Tactical Operations Unit. He was promoted to Lieutenant in December of 2005 and served as a Watch Commander in the West County Precinct. He is currently assigned as a Watch Commander in the North County Precinct.

Lieutenant Sack is a graduate of St Louis Community College at Meramec with an Associates Degree in Arts.

Sergeant Coleman joined the Department in 1984 after serving six years in the United States Air Force. He received awards for top academic and firearms achievements in his academy class. He also received a Chief's Commendation for being the number one overall recruit.

He spent the first ten years of his career assigned to the North County Precinct. During his tenure in the North County Precinct he served the majority of his time as the Police Community Relations (PCR) Officer working directly for the Precinct Commander. He was responsible for crime prevention initiatives including Neighborhood Watch and working in the schools to educate youth on a myriad of subjects ranging from character building to Driver's Education classes. He was also part of the first group of officers to teach the DARE program in St. Louis County. Sergeant Coleman was also at the forefront of the Department's commitment to curb the initial onset of gang activity in North County. He was assigned to several local and regional gang task force operations and worked with the community to help families understand and combat the lure of gangs.

Because of his commitment to the community, Sergeant Coleman was tasked to help develop and administer the Department's inaugural Memorial Golf Tournament which raises funds for the Department's Welfare Association. Sergeant Coleman managed the event for several years and received a commendation from the County Executive for his efforts. The annual event continues to this day.

Under the direction of Captain John Rosenthal, Sergeant Coleman was instrumental in developing the Department's Neighborhood Policing program. The North County Precinct was tasked to create a "pilot" program designed to find innovative ways to involve the community in both crime prevention and the reduction of habitual problem areas within the precinct. Originally called the "Crime Car Program," the pilot was so successful it was adopted Department wide. Although similar Community Oriented Programs (COP) were being implemented in other jurisdictions, Sergeant Coleman felt the term "community" was too broad to accurately describe the initiative. Believing that neighborhoods are the building blocks for the community, he suggested the title, Neighborhood Policing. The Neighborhood Policing Program now has specialized officers assigned to each Precinct and continues to work closely with our neighborhoods to address common concerns.

During the child abduction case of Cassidy Senter, which is one of the largest criminal investigations in the Department's history, Sergeant Coleman was assigned the task of working directly with the family and maintaining communication with local and national media. As part of his duties during this period, he produced a video regarding child protection that was distributed nationwide and earned the Department a Telly award. He received an Award of Excellence and numerous civic awards for his efforts.

Sergeant Coleman was then assigned to the Chief's Office with the task of transforming the Department's media relations program to better serve the community by increasing the Department's interaction with local media outlets. The model developed during this transformation is still in effect to this day. Also during this period, Sergeant Coleman was tasked to assist the Department in implementing many innovative programs. He was assigned by the County Executive to work on school safety issues including Fight-Free Schools and he initiated the safe schools hotline. The safe-schools hotline gives students, parents and others the ability to safely report illegal or dangerous activity regarding their school without fear of being identified. The program remains a vital tool in keeping our children safe at school. He took the Department's computer based program designed to check on the well-being of elderly residents and merged it with the County Older Residents Program in order to better serve the target audience. He testified before the State Senate hearing regarding school safety issues during sessions that helped lead to improvements in the Safe Schools Act. Sergeant Coleman taught Crime Prevention and Ethics to new recruits as a guest instructor at the County Municipal Police Academy. He also assisted with the newly formed Municipal Services Unit which continues to coordinate unparalleled service to those communities wishing to contract for professional police services provided by the St. Louis County Police Department.

After being promoted in 1995 he continued his commitment to the community by serving on the Neighborhood Policing Committee and working as the Neighborhood Policing Sergeant in the West County Precinct. He coordinated municipal contracts with Twin Oaks, Hanley Hills, Velda Village Hills, Pasadena Hills and Norwood Court. He also administered the School Resource Officer Program in the West County Precinct. Sergeant Coleman was assigned to Communications during the Department's transition to a new computerized dispatching system. Sergeant Coleman was a trainer during this process and helped ensure a very difficult transition did not adversely affect the safety and security of officers and the community.

After serving in Communications, West County and South County, Sergeant Coleman is back at home in the North County Precinct. He continues to look for innovative ways to involve the community to help fight the myriad of problems faced by law enforcement today. He remains firm in his belief that cooperation between the Community and the Department is the best way to create a safe environment for us to live, work and play.

Sergeant Brian Flanagan was born and raised in the St. Louis area. He now lives in West County with his wife Michelle and two children. Sergeant Flanagan is currently assigned to the North County Precinct.

Sergeant Flanagan began his police career in 1997 with the Missouri State Highway Patrol. As a State Trooper, Sergeant Flanagan was assigned to Troop C and was also a member of the Troop C's Tactical Operations Team. In 2001 Sergeant Flanagan was hired by the St. Louis County Police Department, assigned to the Affton Southwest Precinct. In 2003 Sergeant Flanagan was assigned to the Division of Criminal Investigation, where he worked in the Bureau of Drug Enforcement, where he was assigned to the Street Enforcement Team. In 2008, Sergeant Flanagan was promoted to the rank of Sergeant and assigned to the North County Precinct.

Sergeant Flanagan graduated from Saint Louis University High School in 1992. He went on to attend the University of Kentucky and Southern Illinois University where he received a bachelor's Degree in Psychology.

Sergeant Jeffrey Fuesting was born and raised in Effingham, Illinois and currently resides in the St Charles County area with his wife Jennifer, son Tyler and daughter Tori. Sergeant Fuesting is currently assigned to the Division of Patrol as a supervisor in the North County Precinct since September of 2009.

Sergeant Fuesting started his career in February 1994 as a patrol officer with the St. Louis Metropolitan Police Department, District 8. In October 1997, he joined the St. Louis County Police Department and was assigned to the Affton Precinct. While in the Affton Precinct he served as a Field Training Officer and as the Precinct Gang Officer. In April 2001, he was reassigned to the Bureau of Special Operations, Community Action Team.

In December 2004, he was promoted to the rank of Sergeant and assigned to the North County Precinct as a patrol supervisor. Additionally, he supervised the North County Precinct's Special Enforcement Group. In 2008, he was assigned to his previous position in the Bureau of Crimes Against Persons.

Sergeant Fuesting currently attends Columbia College and will receive in December 2009 his Bachelor's Degree in Criminal Justice. During his career he has received over 45 awards, commendations and letters of appreciation, including four Commendations from the Chief of Police.

Sergeant Francis Gomez began his career with the St. Louis County Police Department in 1996, as an officer in the Affton-Southwest Precinct. In April of 1999, he was transferred to the Bureau of Drug Enforcement, Special Investigations Unit. As a detective in the Special Investigations Unit, Sergeant Gomez was part of the Missouri Internet Crimes Against Children Task Force (ICAC).

Sergeant Gomez is also a drummer in the St. Louis County Police Department Pipes and Drums. As a member of the band, he has played for numerous police functions and has traveled to Washington D.C. to perform at the National Law Enforcement Memorial ceremonies.

In 2009, he was promoted to Sergeant and assigned to the North County Precinct.

Sergeant Craig Jeffery was born in the City of St. Louis and currently resides in the North County area with his wife and son. He is assigned to the Division of Patrol as a Watch Supervisor in the North County Precinct. He is responsible for supervising police patrol officers who carry out day-to-day routine crime suppression and investigative functions.

He started his career as a patrol officer with the St. Louis County Police in 1991, where he was assigned as a patrolman in the North County Precinct. In 1993 he was assigned to the Bureau of Drug enforcement where he was involved with several illegal drug investigations. In 1998, Sgt. Jeffery was assigned to the Drug Enforcement Administration (DEA) as a task force officer and was involved with numerous federal related drug investigations.

In 2003, he was promoted to Sergeant and is presently serving as a patrol supervisor in the North County Precinct. Sgt. Jeffery has a Bachelor's Degree in Criminal Justice from American Intercontinental University. Sgt. Jeffery has received several Awards of Excellence, one Chief's Commendation, and one Distinguished Service Citation.

Sergeant Francis Kardasz was hired by the St Louis County Police Department in June of 1995 and was assigned to the Central County precinct. Sergeant Kardasz served in the Central County precinct for eight years, during which time he primarily assigned to several of St Louis County's municipal contracts.

Sergeant Kardasz was promoted to the rank of Sergeant in March of 2003 and assigned to the North County Precinct where he currently serves as a Watch Supervisor.

Sergeant Brad Kelling is a third generation Police Officer. Sergeant Kelling earned his Bachelor's Degree in Criminal Justice from Central Missouri State University and was hired in 1994, by the St. Louis County Police Department. Sergeant Kelling began his career with the department assigned to the Division of Patrol in the South County Precinct. In 2000, Sergeant Kelling was transferred to the Division of Special Operations to be part of the newly formed Community Action Team.

In 2003, Sergeant Kelling was transferred to the Tactical Operations Unit, where he served until his promotion to Sergeant in 2007. Since his promotion, Sergeant Kelling has been assigned to the Planning and Analysis Unit, the Bureau of Professional Responsibility, and to the North County Precinct where he is currently assigned as a Watch Supervisor.

Sergeant Ray Rice was born in the City of St. Louis and raised in St. Louis County, where he currently resides. After high school he served in the United States Air Force and is a recipient of the Southwest Asia Service Medal. This medal is awarded to members of the armed forces for service in the Middle East during Operations Desert Shield or Desert Storm. After his honorable discharge from the Air Force, Officer Rice joined the St. Louis County Police Department in December 1996.

Sergeant Rice is a member of the Crisis Intervention Team (C.I.T) and has worked as a patrol officer in both West and North County Precincts. He was assigned to the North County Precinct Neighborhood Policing Unit in July 2006, where he worked with citizens to continue developing programs and initiatives to enhance the quality of life within their respective neighborhoods. He was promoted and assigned to his current position in the Central County Precinct

Sergeant Rice has received several awards and letters of appreciation from the citizens of North St. Louis County and looks forward to building stronger relationships with the North St. Louis County community.

Sergeant Stoehner enlisted into the United States Marine Corps in 1986. and received an honorable discharge in 1990. During his tour in the Marines, he was trained all around the world, while assigned to a specialized Airborne Unit. At the time of discharge, his rank was Corporal E4.

Sergeant Stoehner began his career with the St. Louis County Police Department on August 21, 1991, as a patrol officer and was assigned to the 3rd precinct. As an officer for the County, he was assigned in several precincts. He was a patrolman in the 1st, 3rd, 4th, the Metro Link Unit, and the Wellston detail.

In 2004, he was transferred into the Bureau of Drug Enforcement as a Detective with: BSI Vice, Multi Jurisdictional task force. He was then assigned to be an Undercover Detective with the Street Enforcement Team and attached to the FBI Safe Streets Task Force. While assigned to this specialized unit, he was one of the major buyers of illegal narcotics at street level. In May 2009, he was promoted to Sergeant and is currently assigned to the First Precinct.

Sergeant Stoehner has been the recipient of numerous awards of appreciation and Chief's Commendations. He resides in St. Louis County with his wife, Susan, and 3 children, where he was born and raised. In addition to being a loyal supporter of the Police Department, his 1st priority is being a husband and father. In his spare time, his hobby/passion is hunting and golf.

Sergeant Mike Wilson was raised in the Spanish Lake area of North St. Louis County where he continues to have ties to the community. He currently resides in St. Charles County with his wife and two sons and has a Bachelor's Degree in Information Technology from Lindenwood University.

Sergeant Wilson began his career with the St. Louis County Police Department in 1992 with his first assignment as a patrol officer in the North County Precinct. He became a Field Training Instructor in 1994 and remained in the North County Precinct until 1997. That year, he was transferred and became the first Neighborhood Policing Officer assigned to the Division of Criminal Investigation. His responsibilities included disseminating law enforcement sensitive information to officers and detectives, writing crime prevention brochures and acting as a liaison primarily between the Division of Patrol and the Division of Criminal Investigation. In 1999, Sergeant Wilson was reassigned to the Bureau of Crimes Against Property as a detective in the Computer Financial Fraud Unit. While in that assignment, Sergeant Wilson was recognized by then Lieutenant Governor Joe Maxwell as the first officer in the State of Missouri to successfully prosecute someone under the newly passed Financial Exploitation of the Elderly statute. In December of 2007, he was promoted to the rank of Sergeant and reassigned to the North County Precinct as a Watch Supervisor.

Officer Bello was born and raised in the Chicago area. Prior to joining the department, he attended Western Illinois University where he received his Bachelors degree in History.

Officer Bello began his career with the St. Louis County Police Department in 2002, when he attended the St. Louis County Municipal Police Academy. Upon graduation he was assigned to the North County Precinct. In working in the North County Precinct, he became a Field Training Instructor and member of the Crisis Intervention Team. Officer Bello is currently assigned as a Neighborhood Policing Officer.

Officer Brew started his career as a police officer in November of 1998, with the Velda City Police Department. He advanced his career in January of 2000, when he was hired by the Northwoods Police Department, and later promoted to the rank of Sergeant. In January of 2004, Officer Brew continued his career with the Hazelwood Police Department. In April of 2005, he started as a patrol officer with the St. Louis County Police Department, North County Precinct, and later reassigned to a School Resource Officer. In May of 2009, Officer Brew was given his current assignment as the Juvenile Enforcement Officer in the North County Precinct.

Officer Michael Byrne was born in Saint Louis and graduated college from the University of Missouri at Saint Louis with a Bachelor's degree in Business. Since joining the department in 2005, he has been assigned to North County Precinct.

Officer Byrne has been a Neighborhood Policing Officer in the North County Precinct since February of 2009. Officer Byrne also serves as a member of the Crisis Intervention Team. Since his time in the Neighborhood Policing Unit, Officer Byrne has assisted with the development of Neighborhood Watch Program in the North County Precinct. He has also provided solutions to crime-related issues in the area and provided beneficial information to citizens on current crime trends.

Officer Byrne is currently assigned to the Castle Point, Hathaway South, and Green Valley neighborhoods and works closely with them on community issues. He has also developed a strong Neighborhood Watch Program in all of the neighborhoods that he works in.

Officer Byrne has received several awards and letters of appreciation from the citizens of North St. Louis County and looks forward to building stronger relationships with the North St. Louis County community.

Police Officer Jason Kapayou began his career with the St. Louis County Police Department on September 17, 1996. His first assignment was to the South County Precinct as a Patrol Officer. In 1998, he was assigned to the North County Precinct, and in 1999, he was assigned to the Metrolink Detail. Officer Kapayou returned to the North County Precinct in 2006, and in 2009, became a Neighborhood Policing Officer for the Spanish Lake/Glasgow Village Area. In this capacity, Officer Kapayou works closely with the community and police and County government resources to improve the quality of life for residents in his area. Officer Kapayou has received several letters of recognition and awards of excellence.

Officer Kapayou was born in Iowa and graduated from Hazelwood East High School in north St. Louis County. Upon graduation, Officer Kapayou joined the United States Army, where he was deployed for service in Operations Desert Shield and Desert Storm. Upon his return he attended the University of Missouri-St. Louis, and ultimately obtaining his Bachelor's Degree in Human Resource Management from Lindenwood University. Officer Kapayou has volunteered his free time to various charitable causes and has been a Volunteer of the Month for St. Louis Children's Hospital.

Officer Crystal Patterson began her career with the St. Louis County Police Department in January of 2007. Prior to joining the Department, Officer Patterson conducted investigations into child abuse and neglect in North St. Louis City. She was originally assigned to the North County Precinct as a patrol officer, and was later assigned to her current assignment in the Neighborhood Policing Unit in March of 2009.

Officer Patterson received a Bachelor of Science in Criminology and Criminal Justice in May of 2004, and a Master of Arts degree in Criminology in December of 2006, from the University of Missouri-St. Louis. Officer Patterson resides in North St. Louis County with her son.
