Captain Lawrence Stulce was born and raised in the village of Hanley Hills in northwest St. Louis County. He currently resides in the city of St. Charles with his wife Joni. He has four children and seven grandchildren. Captain Stulce is currently assigned as the commander of the North County Precinct.

In this position he has law enforcement responsibility for the unincorporated areas of St. Louis County and for the City of Black Jack, Missouri. The precinct has an authorized manpower of three lieutenants, ten sergeants and 99 police officers.

Captain Stulce began his career as a patrol officer in the North County Precinct upon graduation from the Greater St. Louis Police Academy in 1974. He has held additional assignments in several divisions; as a crime scene investigator , tactical operations officer and detective in the Bureau of Drug Enforcement. He was promoted to the rank of sergeant in 1993 and assigned to the North County Precinct where he served as a watch supervisor, until returning to the Bureau of Drug Enforcement to supervise the Street Enforcement Team in 1994. He served in this position until his promotion to Lieutenant in 1998 when he was assigned to the South County Precinct as a watch commander and was active in the Lemay Community.

Captain Stulce was assigned as Commander of the Bureau of Professional Responsibility in 1999 where his responsibilities included investigating allegations of misconduct against employees, reserve officers and deputized officers of the Department. He served in this position until his promotion to Captain in 2005.

Captain Stulce received his Criminal Justice education from the Florissant Valley and Forest Park Community College Campuses. He has attended over 2000 hours of training in a variety of law enforcement, leadership and management related areas. He is the recipient of numerous letters of appreciation and Awards of Excellence, three Chief’s Commendations and the Department’s Purple Heart.

Lieutenant Norman Campbell was born in the City of St. Louis and raised in St. Louis County, where he currently resides with his wife and two sons. After High school he served in the United States Navy and is a recipient of the Southwest Asia Service Medal. This medal is awarded to members of the armed forces for service in Middle East during Operations Desert Shield or Desert Storm.

After his honorable discharge from the Navy, Lieutenant Campbell joined the St. Louis County Police Department in July 1994. Upon completion of Basic Recruit training, he was assigned to the Division of Patrol, North County Precinct. In this assignment, he served as a patrol officer. He was then transferred to the School Resource Unit, assigned to the Hazelwood School District (Kirby Junior High). During the summer months, he was temporarily reassigned to the North County Precinct where he was asked to stay and join the Neighborhood Policing (NPO) Unit, which is a unit dedicated to working in the community and solving neighborhood problems and concerns. After a successful assignment in the NPO Unit he received an assignment to the Office of the Chief of Police, Municipal Services Unit.

In March 2002, Lieutenant Campbell was promoted to the rank of sergeant and reassigned to the Division of Patrol, West County Precinct as a patrol supervisor. While assigned to the West County Precinct, he was designated Neighborhood Policing Unit Supervisor (East Sector).

In April 2003 Lieutenant Campbell was reassigned to the Office of the Chief of Police where he served as the Administrative Aide to the Chief of Police. His responsibilities included managing a variety of different programs and functions for the department, including the On-The-Job Training program for prior military personnel who entitled to GI Bill benefits, and the departments Internship program designed for college students who are interested in a career in law enforcement. He also served as President of "Do The Right Thing of Greater St. Louis," which is a program that recognizes kids for "doing the right thing."

Lieutenant Campbell was promoted to his current rank in July of 2005 and assigned to the Division of Patrol, North County Precinct where he serves as Watch Commander.

Lieutenant Campbell's awards include the Purple Heart award for being injured in the line of duty, Chief's Commendation, Awards of Excellence (2) and several letters of commendation.

Sergeant Francis Kardasz was hired by the St Louis County Police Department in June of 1995 and was assigned to the Central County precinct. Sergeant Kardasz served in the Central County precinct for eight years, during which time he primarily assigned to several of St Louis County's municipal contracts.

Sergeant Kardasz was promoted to the rank of Sergeant in March of 2003 and assigned to the North County Precinct where he currently serves as a Watch Supervisor.

Sergeant Thomas Naughton began his career with the St. Louis County Police in 1996 when he was hired as a police officer and assigned to the West County Precinct. He served as a patrol officer with in the precinct for two years before becoming a field training instructor for newly appointed officers. He served as a field training instructor until 1999 when he was reassigned to the precinct as a Neighborhood Policing Officer (NPO). Sergeant Naughton continued his service as an NPO for the Central County Precinct when it formed in 2003. In March of 2005, he was transferred the Division of Patrol and Special Operations office where he served as the Administrative Aide. In December of 2006, he was promoted by Chief Jerry Lee to the rank of Sergeant and transferred to the North County Precinct where he serves as a precinct supervisor.

During his service with the County Police Department, Sergeant Naughton served as a member of the Department's Neighborhood Policing Committee, Explorer Post Advisor, Precinct Gang Officer, member of the Mid-West Gang Investigators Association, precinct Neighborhood Watch and National Night Out Coordinator, and was a committee member of the St. Louis County Problem Properties Unit. Sergeant Naughton also worked as the precinct liaison for the North/Central Chapter of the St. Louis County Police Citizens Police Academy Alumni Association. Sergeant Naughton continues his dedication to the community by participating as an active committee member and Secretary of the St Louis County Family Courts Juvenile Conference Committee for the Hazelwood School District area.

During his career he has received over 50 letters of appreciation and 8 Department awards.

Sergeant Larry Smith has a Bachelor's Degree in Criminal Justice and over 31 years of law enforcement experience. He came to the St. Louis County Police Department in 1982 and was assigned to the North County Precinct. Prior to his employment with the St. Louis County Police Department, Sergeant Smith served three years with the U.S. Army Military Police and two years with the U.S. Army National Guard Military Police, where he was honorably discharged at the rank of Sergeant. He has five years experience with a municipal police department, holding the positions of Police Officer, Detective, Sergeant, and Detective Sergeant.

Since he has been with the St. Louis County Police Department, he has served as a field training instructor, background investigator, training coordinator, and academy instructor. As the training coordinator, Sergeant Smith created a report for the Equal Employment Opportunity Program that is used at a national level as an example to other agencies.

Sergeant Smith was fortunate enough to receive extensive training in firearms, less lethal programs and defensive tactics, in which he holds a variety of instructor ratings. He was the lead firearms instructor for St. Louis County and developed the firearms and defensive tactics programs that are currently in use at the St. Louis County and Municipal Police Academy for the Basic Police Recruits, Continuing Education and St. Louis County Police Department. He was responsible for the Use of Force training for the entire Metropolitan area and outside agencies.

Sergeant Smith is a committee member of the Police Officers Standards of Training Commission and set the firearms standards mandated statewide for basic recruits and retired peace officers. He is a member of the International Association of Law Enforcement Firearms Instructors (IALEFI). He is an Instructor Trainer for the Firearms Instructor Program, Rifle Instructor Program.

Sergeant Smith is the only Instructor Trainer for the Instructor Defensive Tactics Program, Instructor Spontaneous Knife Program, and Instructor Ground Avoidance Ground Escape Program for the St. Louis County Police Department. He is a Certified Generalist Instructor with the Department of Public Safety that authorizes him to teach any subject.

Since his promotion, Sergeant Smith has been reassigned to the North County Precinct, where he serves as a watch supervisor.

Police Officer David Gamble graduated from the University of Missouri - Columbia with a bachelor's degree in Political Science with a minor in Mathematics. He received a Class B certification academy at the Law Enforcement Training Institute in Columbia, Missouri, and received his Class A certification from the Kansas City Regional Police Academy.

Officer Gamble started his career in Columbia, Missouri Police Department as a volunteer working in their Neighborhood Policing Unit. He then took a grant-funded position investigating pawn shops. Officer Gamble was eventually hired by the Liberty Police Department as a patrol officer for a city of 35,000.

Looking to expand his opportunities, he came to the St Louis County Police Department in 2001 and was assigned to the North County Precinct, where he now serves as a Neighborhood Policing Officer. With the assistance of Lieutenant Troy Doyle, he helped start the Crime Free Multi-Housing program, Crime Free Mini Storage, and Crime Free Hotel/Motel program. He also works with the Oxnard (CA) Police Department and the National Institute for Occupational Safety and Health (NIOSH), a federal agency, to develop a business program designed to help business owners reduce the incidence of crime on their property.

Officer Matthew Martin was born and raised in Norway, Iowa. After graduating from college in 2001, he was hired as a Deputy Sheriff for the Johnson County Sheriffs Department in Iowa City, Iowa. He joined the St. Louis County Police Department in 2002 and has been assigned to the Division of Patrol in the North County Precinct.

Officer Martin serves as a member of the Crisis Intervention Team and Neighborhood Policing Unit. Since his time in the Neighborhood Policing Unit he has assisted with the development of Neighborhood Watch Program in the North County Precinct. He has also provided solutions to crime-related issues in the area and provided beneficial information to citizens on current crime trends. Officer Martin has been active in Citizen Police Academies as well as running the St. Louis County Police North County Explorer Post.

Officer Martin has received a Chief’s Commendation and several awards of excellence along with numerous letters of appreciation from the public. He resides in West St. Louis County.

Officer Tim Ware was born in Washington D.C. and was raised in West St. Louis County where he currently resides with his wife and two children. Since joining the department in July of 1998 he has been assigned to the Central County, Wildwood, and North County Precincts as a patrol Officer.

Officer Ware has been a Neighborhood Policing Officer in the North County Precinct since May of 2006. During his tenure with Neighborhood Policing he has worked closely with the Citizen's Police Academy Alumni Association and the North County Teen Academy. Officer Ware is currently assigned to the Spanish Lake and Glasgow Village Neighborhoods and works closely with them on community issues. He has also developed a strong Neighborhood Watch Program in both neighborhoods.

Officer Ware has received several awards and letters of appreciation from the citizens of North St. Louis County and looks forward to building stronger relationships with the North St. Louis County community.
