On July 2, 2009, St. Louis County Police Chief Timothy Fitch announced that the St. Louis County Sex Offender Registration and Enforcement Unit had achieved a 100 percent compliance rate for the first time since its inception in 1995. This meant that 599 of the 599 sex offenders who are registered in St. Louis County were deemed compliant. Recent legislation has increased the number of individuals who have to register in St. Louis County to 756 of which two are considered non-compliant and we are currently trying to locate. "The Sex Offender Registration and Enforcement Unit has done an excellent job working with Federal, State, and local law enforcement agencies in locating these offenders who threaten the safety of our citizens," stated Chief Timothy Fitch. "The chances of these individuals re-offending is significantly lower if they are compliant with registration requirements, making it imperative that we locate them." The two non-compliant offenders are Gabriel Michael, black male, 56 years of age and Ronald G. Brassfield (a.k.a. Ronald G. Gibson), black male, 31 years of age. Gabriel Michael was required to register in St. Louis County because of a Rape conviction in New York and currently has an active felony warrant for Child Pornography from Port Huron, Michigan. Ronald Brassfield has a history of Statutory Rape, Statutory Sodomy and Armed Criminal Action. The St. Louis County Prosecuting Attorney's Office has issued a Failure to Register Warrant on Ronald Brassfield.
