Operational Best Practice Implementation Services
In 2019, St. Louis County obtained an audit examining the operation of ACC. From this audit, a detailed report listing many recommendations was provided for immediate improvement and alignment with best practices. The report is attached to this RFP as Exhibit 2. To implement these recommendations, St. Louis County is seeking proposals from a suitably qualified subject matter expert (SME) to work in the shelter with staff and support the implementation of best practice for policies, training, improved outreach and communication, animal behavior management and welfare, and a culture of inclusion and trust. The audit also included an evaluation of ACC for its compliance with the Missouri Department of Agriculture – Animal Care Facilities Act, and the Association of Shelter Veterinarian standards and guidelines, and recommendations of tasks necessary to improve capabilities.
Ultimately, the St. Louis County Department of Public Health is seeking proposals from suitably qualified entities to provide hands-on guidance for staff in the implementation of best practices, audit findings, and education/training for ACC staff and operations.
