A Pawnshop application requests information pertinent to the ownership of the facility, i.e., legal name or owner, name of business, address, phone number, and mailing address, if applicable.
The application also requires the full name and address of the owner, if filing as a Sole Owner; all Corporate Officers if filing as a Corporation, with their full names and addresses; and all partners' full names and addresses, if filing as a Partnership.
A list of all other locations you currently own and/or operate as Pawnshops is required.
Submit with a completed application an Initial investigation fee of $500.00, (nonrefundable), $250.00 for each additional separate location. Checks are to be made payable to the St. Louis County Director of Revenue. The annual fee for initial license or renewal is $500.00.
Submit a notarized statement by an independent Certified Public Accountant who has reviewed the books and records of the applicant and verifies that the applicant meets the $50,000.00 Net Asset requirement (per 818.100(c) SLCRO 1992).
A Surety Bond in the amount of $5,000.00 (issued to the State) from a company qualified to do business in the State of Missouri and complies with Section 818.100(d) SLCRO 1992 is required.
If Pawnshop is a Corporation, a copy of State Certificate of Good Standing (may be requested by calling Missouri Secretary of State (314)340-7490) and Articles of Incorporation are required.
Proof of general liability insurance in the amount of $20,000.00 with St. Louis County as a Certificate Holder (per 818.060(2) SLCRO 1992) is required.
The application must be signed by an owner, partner, or officer of the corporation and must be notarized.
This application will be referred to the Superintendent of Police, who shall investigate the character and fitness of the proposed licensee, and determine if said operation has been conducted in accordance with Chapter 818 "The Pawnbrokers' Code" and all applicable Laws and Ordinances.
